PCO English Test for TfL

Transport for London has officially announced that they will be implementing a new English language requirement for all NEW and RENEWAL Private Hire Licence applications from 14th of October 2016.

 

This new English language requirement will affect ALL new applicants and renewal applicants who are not from a majority English speaking country. We have compiled a list of countries below.

 

The new requirement means you will have to provide TfL with a form of evidence to prove that you can speak English. This will have to be done by providing an English language certificate with B1 level of English on the CEFR (Common European Framework). This is an internationally recognised qualification.

 

If you cannot get this certificate, then TfL will NOT issue you a private hire minicab licence.

 

Who will need to do the test?

The requirement is for ALL drivers regardless of their nationality or place of birth.
 

Where can I do the test?

There are many centres across London that offer B1 level English courses; we will have a list available for our trainees ready before the new rules are implanted in October 2016.     • All New and Renewal drivers will need to pass the Tfl English Language requirement. For UK Citizens who have studied secondary school or higher can provide their pass certificates as proof. Anyone else will need to take the B1 English Language Test.

    • I lived and work in uk for last 25 years, I passed my secondary school certificate Exam and higher secondary exam also I finished my degree course but did not get chance to do the final exam(course complete).Do I have to go for the ISE 1 exam,please let me know.

      • Hello Mr Rahman, in order to pass the English Language Requirement; you will need to provide a certificate to prove you passed at least one of you secondary school exams. If you do not have any certificates, you will need to do the B1 ISE 1 English Test or one of the other accepted certificates that TfL have listed as suitable evidence.

Regarding the English test for the PCO license, I think it’s a good idea but for people who have lived in this country more than 10yrs it’s not fair for them to do the test.Example myself I have been a Bus Driver for 10yrs I speak and write English very well why do I have to do the test?.   2. to whom it may concern . regarding English test for private hire driver , I’m currently working as a private hire driver in London licensed by tfl and my licence is expiring on 5 th of May 2017 , I would like to have some advise on how to book my test and what I need to to in the meantime please kindly advise , many thanks

      The B1 English Test can be taken only at a TfL approved SELT (Secure English Language Test) Centre, currently there are 3 which are run by Trinity College in Holborn, Hammersmith and Croydon.

    I have got Pco license and I have got this certificate of this award in Employability skils
    Entry 3 conduct at work
    Entry 3 Effective communication
    Entry 3 working as part of a team

    Entry level award in Employbility skills (Entry 3)
    And Entry level certificate
    ESOL- skills for life
    Is this certificate allow to renew for pco license?

    • Hello Mr Rahman, please email TfL with your certificates and they will give you a more clear answer. They have mentioned they will consider certain certificates, you will have to provide the original certificate along with a letter from the college you took the course.

  6. IF YOU ARE A BRITISH CITIZEN – DO YOU STILL NEDD TO UNDERTAKE THE TEST? OR IF YOU HAVE BEEN TO SCHOOL IN THIS COUNTRY DO YOU STILL NEED TO UNDERTAKE THE TEST.

    IF YOUR ANSWER IS YES I STILL NEED A TEST THAN I WILL BE TAKING TFL TO COURT. BECAUSE I AM NOT PAYING THAT MUCH MONEY FOR THE TEST. THIS IS A DAYLIGHT ROBBERY.

  7. Hi! I am kind of confuse about the time scales of this exams. My pco licence expiring on 2019. When do i provide the test result to tfl, is it when I renewing my licence or before march 2017. Please kindly let me know. Thanks.

    • You need to send it with your renewal 2019, the March 31st date is the transition period given to new applicants and renewal applicants who apply after 14th October 2016 and before 1st April 2017. For example if someone is to renew or apply for their new Private Hire Licence in December 2016, they will be issued a Private Hire licence but have until 31st March 2017.

  8. The English test should be conducted by Tfl British born person not immigrant who is been given stay in the country so he or she need to understand properly London and within m25 the person should be able to write, speak,understand and able to advice and help the riders.
    Non English speaking should not be allow a license if they can comply and no alternative like interpreters hound be available
    No invalid reason should be consider (no little bit English )speak properly if not / you shouldn’t be
    The test should be monitor on cctv to view hear the person on his or her test and to be conducted by a Tfl member not only the centre to issue any problem happen with the person after can be rectify who was the assessor .

    • You will be happy to know that the TfL English Language TEST can only be taken at a TfL Approved SELT (Secure English Language Test) Centre. SELT centre’s use both voice recording and cctv to ensure the authenticity of the candidate taking the test.

    Do I need b1 English now or I need it when I renew it again in 2019

  16. Just because you can write or speak English, doesn’t mean you can communicate properly. Most of the time you’re engaging with customers,and not writing. All these test is a money making scam to be frank. I think the test should be a one to one conversation with each and every candidates.

  18. Hi I have a B1 life skills speaking and listening from trinity selt centre also I have passed a life in the uk test and I perviously passed esol level 1 does these count. Kind regards Tolga

    • Hello Tolga, you will need to do the B1 ISE 1 Reading & Writing and Speaking & Listening at one of the approved SELT centres.

      They will not accept you B1 with just speaking and listening.

  19. HI,
    I am an ESOl tutor and would like clarification on which ESOL certificates are acceptable. Are Entry 3 Level Speaking and Listening, Reading, and Writing equivalent to the B1? Do our students need to present all 3 certificates? Some of our students will only complete the writing module by June, are they to be prevented from working unless they have all the certificates or unless they pay to do another course at the designated centres?
    Most academic courses run September to June, why have March as the end of the transition period?

    • Hello Wendy,

      Thanks for getting in touch. We have spoken to TfL and they have said that they will consider the ESOL Entry Level 3 as evidence for English Language Requirement. The candidate would need to send the original certificates covering Speaking & Listening and Reading & Writing.

      Below is the exact wording from TfL’s Guidance Notes:
      “TfL will consider documentary evidence that an applicant has attained a qualification in English as a Second Language (ESOL) or English as a Foreign Language (EFL) where it provides a B1 level of proficiency in speaking, listening, reading and writing English. Applicants will be required to provide their original qualification certificate.”

  20. Dear TFL, I would like to know if ESOL entry 2, certified from Trinity college, reading, writing, speaking, and listening is also considered by tfl, for drivers to renewal their license?

    I have got the following qualification,

    And also I have leve one English reading,writing,listening,speaking.
    I have got qualification one motor vehicle level one, level two and level tree.

    Is that enough to or I have do the test

    • Dear Abdul, you won’t necessarily have to B1 SELT Test as TfL have said they will consider ESOL Level 3 that includes Reading & Writing and Speaking & Listening. Make sure you submit the original certificates to them. You can also send photocopies of your level 2 and 3 motor vehicle certificates.

    • A minimum band score of 4 in each section for Reading & Writing, Speaking & Listening is required. There is no age limit on the certificate, so if you already have the IELTS certificate, then you should be able to use it.

        My licence renewal is due in Aug 2019. Can I submit IELTS certificate now?
        Do I need to send it original or copy? If you accept scanned copy via email then I can send it.

  23. I have a Level 3 Diploma in Business but it from an Another body called AVA which ofqual regulated similarly like Edexcel or City and Guild. Will that be accepeted

    • Hello Adnan, a Level 3 Diploma should be fine as long as you can provide documentation from the accrediting body proving that it is equivalent to one of the accepted qualifications. To my knowledge most Level 3 Diploma’s are up to an A or AS Level standard, try having a look on AVA website to find the Qualification Equivalency, print out the information and provide it along side your certificate.
