Changes to the PCO licence application process

It has been a long time coming, the private hire minicab industry is having an upgrade. It is very important that existing private hire drivers and new private hire drivers look in to these changes as they will effect everyone. Most importantly the new rules are mandatory and you must pass the requirement or you will not be licensed to drive as a minicab or chauffeur driver in London

What are the new PCO licensing criteria?

1: English Language Requirement

Drivers looking to attain or renew their private hire licence from 1st of October 2016 will need to prove they have the correct English Language Requirement. Drivers will need to submit their proof for the English Language requirement by 30th April 2019.

What do I need to do for English Language Requirement

Transport for London have indicated that a B1 English Certificate will have to be provided with new or renewal private hire licence applications for all drivers.

How do I get a B1 English Certificate

To get your B1 English language certificate you will need to pass the required exams which can be all of the following or some of the following. Reading & writing in English and Speaking & Listening. We will be offering courses and testing, there will be a fee for training depending on how much training you need and what criterias TfL requires you to train up to and then there will be a test after which the accredited body will issue you your B1 English Language Certificate.

2: NEW Topographical Skills Test

This will begin towards the end of April 2019. The new test unlike the old one will still be taken at our topographical test centre but invigilated by a Transport for London assessor in full test conditions. The test will now need to be booked directly through TfL (information on booking will be available once new topographical skills test begins).

The other main change to the topographical skills test is that it will now have additional modules which are listed below.

  • Topographical Skills (similar to the current 5 modules)
  • Driver Responsibilities
  • Disability Awareness
  • Safegaurding
  • Safer Urban Driving

Our centre will offer a full NEW topographical skills training course, which you can choose to take before the test to help you learn all the new modules. Prices for training will be released closer to time.

You can still do the current Topographical Test
